Canadian Pipeline Advisory Council
 

Board of Directors  
The affairs and management of the Association are directed by a Board of Directors  comprised of eight (8) Regular Member representatives or such other number of representatives of Regular Members as the Board of Directors may, from time to time, determine in its sole discretion, and two (2) Associate Member representatives. Each director is elected for a two year term of office.

Duties of the Board of Directors include adoption of an annual budget; authorizing disbursements; determining fees, dues and assessments; approving application for, change of classification in, and termination of membership; and deciding the time and place of the Annual General Meeting. The Board has authority to approve the appointment of Committees, to determine the number of appointees to Committees and to make rules for the guidance and operation of such Committees. The Board of Directors monitors the  activities of all Committees and, where necessary, gives approval to actions contemplated by Committees.

Convention Committee  
The Convention Committee is responsible for planning and arranging all social functions, food, beverage and entertainment. The Committee Chairman prepares a Convention budget for submission to the Directors and works closely with the many Associate Members who sponsor or co-sponsor functions and donate prizes, gifts, etc. The Committee coordinates all catering and convention services with the hotel and outside agencies throughout the convention.

Education and Training  
The Association, for many years, has promoted and conducted training courses in automatic and downhand welding and pipeline equipment operating, utilizing equipment, material and supplies donated by Association Members. The  Education and Training Committee undertakes to arrange financing through Federal and Provincial Government programs and Industry Training Funds. Committee Members serve on joint labour-management committees and selection committees; arrange for acquisition of equipment , materials and course instructors; determine course content and coordinate course management and administrative functions. The Committee is also responsible for assessing the need for and arranging any other educational or training functions which may be of benefit to the Industry.

Equipment Rental Committee  
T
he Equipment Rental Committee is responsible for gathering data and compiling information for the Association’s publication Equipment Rental Guide. Committee members monitor the listings in the Guide and notify the Association if the recommended equipment rental rates for any types or pieces of equipment require revisions.

Executive Committee  
The Executive Committee is comprised of the President, the Vice Presidents, the Treasurer, the Immediate Past President, and the Executive Director. It acts upon the affairs and management of the Association, when requested by the President or Executive Director, during the interim between meetings of the Board of Directors.

Membership and Promotion Committee  
The Membership and Promotion Committee promotes membership in the Association by those firms who may qualify as Regular or Associate Members. The Committee Chairman reports to the Board of Directors on the qualifications of applicants, the status of existing Members and changes in corporate name, structure or operation of Members. The Committee also publicizes and promotes the image of the Association and its Members to the public, Federal and Provincial Governments, clients, other associations or agencies, and potential Members and by encouraging Members to use the Association emblem in their advertising and on stationery, forms, etc. The Association publishes a Membership Directory annually.

National Labour Relations Committee  
The National Labour Relations Committee has full authority in all labour matters including the negotiation and administration of collective agreements covering construction, installation, maintenance, reconditioning, and treating of pipelines. Committee members serve on joint labour-management Committees and Boards of Trustees and also act on regional subcommittees appointed to carry out specific assignments such as the resolution of grievances and jurisdictional disputes. The Committee has adopted Rules of Procedure in order that it may provide fair representation to all employers represented by the Association in labour matters under provincial accreditation, designation or registration certificates.


Negotiating Committee - Distribution  
The Distribution Negotiating Committee
is a sub-committee of the National Labour Relations Committee responsible for the negotiation of the Distribution Pipeline Agreements for Canada.

Negotiating Committee - Mainline  
The Mainline Negotiating Committee
is a sub-committee of the National Labour Relations Committee responsible for the negotiation of the Mainline Pipeline Agreements for Canada and the Pipeline Maintenance & Service Agreements for Canada.

Pipeline Standards Committee  
The Pipeline Standards Committee is responsible for liaison with industry organizations and corporations in codification, design and specification writing. Members of the Committee serve as the Association’s representatives on technical committees of CSA International.

Safety Committee  
The function of the Safety Committee is to promote accident prevention and deal with boards and agencies on regulatory matters involving accident prevention, first aid, compensation assessments, etc. The Committee monitors the contents of the Approved Safety Guide for Pipeline Construction in Canada and the video production Being Your Best, and supervises their publication and distribution. The Committee is the liaison with the Construction Sector Council on the distribution and administration of the Pipeline Construction Safety Training program.

Canadian Pipeline Advisory Council  
The Canadian Pipeline Advisory Council is a body comprised of one representative from each of the four pipeline craft unions together with the Association's President, Vice Presidents, and Chair of the National Labour Relations Committee which acts to settle matters of dispute which may arise and other matters concerning the harmonious relationships between the Association and the four pipeline craft unions.
